Forced to download file from stratch

Browser is being dumb again, I am trying to download the installation file which is about 300 megabytes in size. And its trying to do so from what i suspect a slow server. Every time there is an interruption in Internet connection the browser drops an error, and forcing me to re download the whole file from scratch. why cant it just resume the download when it detects that connection has been fixed?

Are you updating an existing install or downloading for a new install? If the latter, are you downloading the network installer or the offline installer? Though honestly I don't think any of them are that big...

You are trying to download the installer for what program? And from where are you trying to download it?

Its an update file for Intelij Idea Community Edition from their home page. When the program notifies me the new version is available It wants me to download the whole installer for the new version. I believe its an off line installer, once its activates its un installs the old version and installs the new one

I tried to download it from here and everything ran just fine.

I also simulated a connection loss and when I re-established it the download could resume form where it stopped.

Do you use any anti-virus? if so, did you check with it disabled?

windows defender, but I didn't temporarily disabled it, didn't have any reason to do so
