Sorry if I'm missing something, but no matter what privacy/history settings I clear, it remembers & displays previous sites I've went to when typing in the bar & gives suggestions....SERIOUSLY?! The ability to clear URL History should be a no-brainer standard feature of any browser... I HAVE to be doing something wrong right?

Nope. You didn't nothing wrong. For some unexplicable reason Opera works like that. I know "fk logic", but that's how it is.

Well, I want neither anything from "History", nor the "predictive" garbage either, and despite the fact that I have the predictive selection unchecked, crap still shows up in the address bar every single time.
Also, how come it can't be set to have my "home" page (Blackle) to display each time I create a new tab?
And why no menus?

They are not related, the setting is to enable/disable suggestions from search engines.

Opera doesn't have a home page feature. In fact most browsers don't have such feature or it's kinda hidden.
And for me a 'Home Page' really doesn't make sense in 2017.
And why no menus?
Click on the Opera logo at the top left. If you are talking about a menu bar, Opera doesn't have it and I kinda doubt something like this will be implemented.

Browser clear history can be done by running Opera always in "private mode"
Use the shortcut on you desktop (or make one if you've throwed it away..).
Right mous on the icon and go to the "target" fill out field.
Change it to:
"C:\Program Files\Opera\launcher.exe" --private
or
"C:\Program Files (x86)\Opera\launcher.exe" --private
Depending upon the location where the opera.exe is.Click ok and it is done...
The moment you close the browser all history is gone automatically...
The (important) consequence.... is that after you reopen Opera it does not open the preferred pages... I think (did not test that as I do not want to loose my current pages..)
