Yes, you can delete ALL synced data, BUT even in this case, your browser settings are not reset...
For different versions of the browser developer or base, are different browser settings in a synchronization system.
In my version for developers against my will by external software was installed home page of this software. As a result, instead of the Express panel I have open home page with this software.
This effect occurs only after, when I turn on syncing of browser preferences, but only for developers version of Opera. In the basic version of Opera normally enjoy Express panel.
HOW do I CHANGE the homepage for Opera developer? If manual correction of the configuration file wrong HOME (not START) page restores itself (after synchronization).
And do not think that it is a simple task. In older versions of Opera it was a simple task, but has now become IMPOSSIBLE.

The home page setting is missing in the modern UI version of the browser!!! There is only configure the start page(s) on startup, and it is absolutely different things.
In the case of manual setting the home page in the configuration file (AppData\Roaming\Opera Software\Opera Developer\Preferences), the synchronizer recovers waste page.

(with line wrapping), and the browser opens normally Express panel
In Opera developer opens this garbage page, as when you start, and when you press "+" on the tabs.

Before sync with my account this setting is "homepage":"". After synchronization, you receive the trash page, but only in Opera developer, Opera stable is working correctly (even though in the settings file also there is this garbage page)

It seems that the creators of Opera link, this forum do not read and do not understand what there are bugs in this system... This is bad...

Here in the Preferencers file, the only references to homepages i could find were the ones of the installed extensions.
I remember have seen a reference to homepage in the Bookmarks file once.
Opera stable is working correctly (even though in the settings file also there is this garbage page)
Have you checked the shortcut? Right click on it > Properties and check the target.

Shortcut for Opera is correct ("C:\Program Files (x86)\Opera developer\launcher.exe")
The problem appears only after you synchronize with the server on any computer and only in the developer version.
