        Chromium seems to have an experimental feature that (tries to do) does it.

        opera://flags/#autoplay-policy

        May not work on every page.

        Other option would be trying some extension.

          Did a search for "autoplay" in all experiments, got this::

          Media playback in cross-origin iframes requires user gesture

          and

          Gesture requirement for media playback

          Fixed both such that autoplay SHOULD be turned off, it works on some pages (like fox news and ustoday) but not on others (like ESPN) and completely disables playing any video on MSNBC.

          So....I guess this setting is "iffy"

            Like all flags, it's an experiment so it may not work with all pages like I said. But it's something at least.

                Goto Opera // settings - websites and look for where it says Flash now under that heading you should find a radio button titled Click to PLay

                  Nope, just tried that and none of the sites I visit (Fox News, ESPN, Huffington Post etc) respond by not autoplaying videos.

                    It will only work for sites that use Flash to play videos and those are decreasing. Also, 'click to play' seems to cause lots of issues.

                      You can give a try NoFlash addon for flash videos and Disable HTML5 Autoplay for HTML5 videos.
