How can I make the Flash setting stay when Opera is restarted and I'm using the VPN?

Every time I restart Opera, it's set back to "Click to play".

You can't, VPN will always turn on 'click to play' because plug-ins can bypass VPN.

Bummer. And there's no way to automate/bypass the default other than manually going to settings/websites?

You can try add the sites in the exceptions list.
