I get the impression that you're suffering from a DNS related problem which affects the browsers. Have you tried other browsers at your disposal to see if that caused issues as well?
Also: what start page do you use? Does it open a specific page or something?

I've tried Chrome and Firefox. Both of them work just fine.

Try it, should work well, if not, something it's blocking / scanning Launcher.exe / Opera.exe (Opera executable)

And what happens if you disable it?

No such luck. Opera developer is still freezing up.
