can't download operasetup.exe

sync and opera download (to download the operasetup.exe will not work. says synch is not working
or some crap like that and when downloading it will fail, cancel, stop blah blah whatever it feels like saying at the time or it will start to download and be super slow and then will 'fail' i don't know why. it is doing this on every computer. i have opera on this one before this happened and it's synch isn't working an i can download everything else just fine unfortunately not skype. it's saying it can't load or find windows installer? -
