How to stop v40 from auto-adding sites to start page!?

Win7 32bit.
v40 upgrade keeps adding sites to start page, and my ESS AV requires me to keep re-trusting OP (open/close, with2min...).
How do I stop this?

If you removed the undesired speed dial entries, they should not be returning.

I send them to Trash..., and the next thing I know Walmart then Target pops up...!
Opera is supposed to block Advertising- Not! :o(
