Flash Player Stopped Working

I have just made a discovery, it may be irrelevant, I just don't know.
I am using Win 8 with IE 10. I have just been trying to use IE on my machine, something I never do normally. It didn't seem to work properly. There was a message at the bottom of the MS startup page about "We have updated our conditions" - click to learn more etc. It didn't work either.
I found I could get IE to work only in InPrivate viewing. I found this on the Internet as a fault. Anyway.... to cut a long story short, I disabled some IE add-ons and restarted and it started working. When I got IE into some working order I could read these "new conditions". Went on for pages about licensing and privacy, didn't actually read them! These seem to date from July this year, as I don't use IE I have only just seen them.
Now IE appears to be working and I can gain access to all the options and the Tools etc on the main menu bar. It seems it may be working again (cross fingers). Could this all be the usual MS cock-up? Perhaps you need to have read this stuff, or at least accessed it, before IE is allowed to continue working correctly? If so, perhaps this has knock on consequences for the rest of the OS and possibly for browsers using the OS. Don't ask me as I have not the slightest idea. But it may be worth checking out. Or not.

Forget all that. IE 10 works OK on my PC only if all the extensions/plug-ins are disabled. I have no idea what is going on. Doubtless something to do with some MS OS update.

FLASH 23 IN OPERA DOES NOT LOAD TO ALLOW USTREAMS SITE TO SHOW! WAS WORKING WELL IN VER 22! I then tried to do a clean install of ADOBE SHOCKWAVE PLAYER,,, ahhh when i went to Adobes site, BOING it would not do the download because,, Guess What? FLASH PLAYER plugin at Adobe thru OPERA would not load. SO the ISSUE is between Opera and Adobe 23. ALL places for getting Adobe 22 have been erased and all links disabled, and only take you to 23. So by logical deductive observations, It is broke! XXX DOA! UNOPERABLE.

No turbo enabled, I ALSO tried turning it off and on again in the plug-ins section but forgot to mention it.

I am having the same issues with Opera and the flash version 23.0.0.162 did system restore takes me back to previous flash 22.0.0.209. all seems fine on the 22 version. Make sure you don't have it set to auto update to the latest version though, otherwise it will re-install 23.0.0.162.

STILL TODAY, SAME ISSUE, DITES THAT HAVE A STREAM, or USTREAM THAT I USED OFTEN, ALL STILL SHOW "COULD NOT LOAD PLUGIN" WHEN i GO TO LINK.. BEFORE FALSH 22 CHANGED TO 23 IT ALL WORKED WELL.... HAVE RESTARTED OPERA 50 TIMES, REBOOTED COMPUTER, ALL STILL SAME,,,? ... BUT OTHER NEM BRAND BROWERS ALL WORK WITH FLASH 23 IN SAME COMPUTER,,,, I HAVE 2 COMPUTERS DOING THE SAME,,, BOTH RUN STEAMS AND USTREAM FINE!
*** STILL USING OPERA 36, *WINXP PRO, *NO TURBO, *ALL SETTINGS THE SAME,,, ***ONLY CHANGE WAS FLASH 22 DID AUTO UPDATE TO 23 AND NOW NO MORE STREAM,,, OH, YOU TUBE WORKS FINE, CAN WATCH VIDEO NO PROBLEMS... 2016,09,16. -

FIXED FIXED YES!!! --> ohhh SORRY ABOUT THE CAP LOCK,,, I have bad eyes,,, BUT guess what, I FIXED MY OPERA !!!!!!!! WOW ! Seems Google ALSO was troubled BUT Adobe got on the ball and most of theirs is getting fixeed!!!!! NOW I finall got a FLASH 22,,, installed it and NOW all things are working again!!!!
SEE the ADOBE FORUM,,,at--> https://forums.adobe.com/thread/2208589 AND HERE someone has put the LINK to a FLASH 22,,, find it in the discussionsm and download it to desktop,,, BUT also get the ADOBE UNINSTALLER,,,, run it,,, THEN install 22 and say DO NOT AUTO UPDATE,,, let it finish,,, OPEN OPERA let it all reload,,, check the Plugin and see if 22 is there, YES GOOD! try it and see,,, !!! THE evidence is that 23 has issues all over and it has caused problems. this fixed it fo me,,, NOW lets see if it will LAST, good luck ! -

I now have V. (22,0,0,209) installed, without any change. Any other ideas? On one website I do get sound, but no video. YouTube does work.

The best recommended fix I have found so far is setting your pc back to a earlier period then once that is done open up start menu type in Flash Player click flash player then go into update and change the settings to either notify you or never me personally I set mine to never but when u do this make sure you are using any version before adobe 23 it will tell you on the update screen if you follow my previous directions if not you maybe need to set your pc to a earlier period with that being said if all goes well for you hope you should be able to do what you was doing before the lame update... enjoy!

under Ver 36,,, BE SURE you have also the latest SHOCKWAVE installed,,, Be sure all plug in are ENABLED.
Flash 22 is workin fine for me,,, IS it telling YOU it cannot load plugin? If it loads then its in and there may be other issues... MAYBE uninstall,, do fresh 36.0 then add falsh 22 and Shockwave. I was having trouble with not getting Ustreams and a news stream,, NOW all that is gone. WE all hope OPERA techs can find out with ADOBES help why some works and some do not? Keep us informed,,, SEND tips! thanks NOTE,as to rolling back system restore,,, Hmmm you might solve it,,, BUT think also what will be loss that you did between then and now and what might need to be redone... Give it some thought,,, LOTS of THOUGHTS! -

Going back to 22.0.0.209 doesn't sound like a good idea.
And now the cat got out of the bag : we XP users may still be running 22.0.0.209.

I don't think this is the solution. The reason I say this is because, I have set my Adobe Flash to be updated MANUALLY. So I dont get automatic updates and was using the old version 22.0.0.229,. However, the BBC web site is broken where I get the message 'Couldn't load plug-in.'.
Example : http://www.bbc.co.uk/news/business-37386017 - comes up with 'Couldn't load plug-in.'
So I went forward and upgraded my Flash to 23.0.0.162 and the problem is still there.
I am using Windows XP.
