Yes. Opera for Android is a complete browser while Opera Mini on high saving mode uses Android Webview.

Well, Mini has 'night mode' and allow you to change the theme, for example.

There are probably other differences.

Opera for Android makes use of the latest Chromium version, which means you get the latest features and most stable back-end using Opera for Android. We also have features like Webapps, text-wrap, site specific settings, etc. that is not available in Opera Mini.

Opera Mini is basically two browsers baked into one. There is one mode for extreme data saving, and one mode for high speed and data savings.

I tried it, liked it alot but there is not option to change user agent to desktop

I always thought mini used Presto's own technology for that excuisively, is this built on top of it?

Yes. is on top. Same thing for Opera Mobile up to version 28.

Add: Starting with Opera 29 Appboy profiler will replace Opera Mini tracker. BTW, using Appboy could be illegal in UK and other countries due to some privacy concerns. In Opera Mini this tracker is even more "exclusive". If you ask furthermore Opera will throw the TOS coin which in my book may have 2 faces.
