First I installed from Ubuntu repository that have only snap version 👎🏼
Now I installed .deb from Opera website and it work fine 👍🏼

It's here (in developer update, at least): https://blogs.opera.com/desktop/2019/09/opera-65-0-3430-0-developer-update/

In this developer release there is a flag in opera:flags (opera://flags/#opera-doh) that enables DNS over HTTPS (DoH) through Cloudflare’s 1.1.1.1 server. It is still experimental but please turn it on and let us know about your experience. Note that if requests can’t be handled by Cloudflare, we will still fallback to your local DNS server. This is so you can still use Opera on internal networks or behind firewalls.

The password you are asked to enter is probably the one for the desktop keyring (gnome-keyring, kwallet etc).
Theme/Mouse icon in Opera for Linux is different from KDE.

Problem solved
Today i found that the issue was made by translation addon. Uninstalled and everything comes back as it was.

No, but this pointed me to the right direction.
I have different addons installed in the browser.

In opera I also have https://gitlab.com/KevinRoebert/ClearUrls
This causes the problem.
I will disable this now.

Can be closed.

Yikes! I just tried this on my Windows 10 VM, where I don't run Opera that often, but which I always keep up to date. I enabled the Quick Access panel feature and again, it didn't work at all. Did you guys introduce some bug or something that breaks it unless one already has it enabled?

In the end, it's just a convenience thing anyway. I still hope there's some sort of fix to make it work again, I've grown really accustomed to having this panel around. If not, I guess I'll work around it 🙂
