Opera for WindowsBookmarking puts them in mysterious places.
Ctrl-D or the red heart places them in someplace called "Account", but I don't know where that is. I can't make them go to another folder. I can only use BM manager to find them, move them to trash and move from there. Clicking the red heart icon brings up the box, but it is completely empty.

I noticed the options were still in settings, but they were on and it still didn't confirm. I went back to version 60. If you know why it doesn't work, please let me know. -
