i used malwarebytes and adwcleaner and it supposedly scanned and cleaned my pc. the problem is still there. i have no idea if they removed "apps hat" in particular, but i do know that they removed other malwares and viruses.

If those two products removed "other... viruses ", then you may still have a malware infection or remnants thereof (beyond AppsHat adware) which the two products cannot deal with. A fair number of nasties require a variety of tools to assure full removal. If it were my system, and because there was a confirmed viral infection, I'd take any information about your problem and what was removed thus far and visit a security cleanup site (eg: like http://www.dslreports.com/forum/cleanup) and post there, requesting confirmation that the system is truly clean... they'll likely have you install some additional removal tools before posting. It seems like a lot of bother, but it does get the cleanup job done.
