When you connect to a public Wi-Fi network, the network provider may have set up a captive portal to redirect your browser to a specific homepage. This is usually done for security and authentication purposes. Whether or not you can change the redirect page depends on the network's configuration.
If the network provider has allowed users to change the captive portal page, there may be an option to do so on the captive portal itself. However, if this option is not available, you may not be able to change the page without administrative access to the network.

Can you install the h264ify extension, and check if the browser uses less CPU resources when you replaying videos?
(you can see that it forces replaying videos with H.264 codec. when it displays "avc1... /mp4a..." under "Stats for nerds")
You can install the extension under a fresh profile, if you don't want to clutter the current one as follows:
"Path\to\launcher.exe" --user-data-dir=\Path\to\writable_dir\fresh_profile"
