I have fanless i5 4570T CPU and whole case gets crazy hot. Power consumption jumps from 10 watts to about 18 watts, if favicon is not hovered by cursor...
For me, problem persist in v.72, Win8.1, fanless i5 CPU, power consumption jumps from 9W to 14W if favicon is animated on youtube vs cursor hover over tab:

True. Frames are skipping badly on youtube with battery saver, unfortunately. Not perfect solution, but i still use it on fanless PC, so that it does not overheat.
@l33t4opera I tried in v.76 and it is the same with your mentioned flags enabled or disabled. Cpu power goes to about +40% when the sound favicon on a tab is animated. Causing cpu temperature rise over acceptable values.
My "solution" is to watch videos in fullscreen or hover mouse cursor over tab.
Spec: win8.1, fanless cpu i5 4570T, internal gpu.
After more testing i found very interesting thing: high CPU drastically drops (to normal level) when i mute Youtube video or mute opera tab with Youtube video playing!

@l33t4opera Thanks, i have same version. Battery saver goes to off when Opera restarts. I don't have laptop, it is regular PC... Is that the problem?
How to set battery saver to be always On? It goes to Off when Opera restarts...

If i disable "Hardware-accelerated video decode" it changes to "WMFVideoDecoder".
@l33t4opera Interesting, it definitely is better with the extension. Animated icon raises cpu for about 25% now.
