This problem appears every time I update Opera. I'm using Linux Mint 19.1. But this thing was in 18.3 too. While updating, Opera replaces libffmpeg.so, that doesn't play videos. To fix this issue just replace libffmpeg.so in /usr/lib/x86_64-linux-gnu/opera with the same file from /usr/lib/chromium-browser. After that video plays fine.
Yes. I have the same issue. I have a lot of bookmarks in Bookmarks-Other Bookmarks or Bookmarks-Imported Bookmarks (on my Linux notebook). I can't see them all. And there are now scroll tools to see them.
I have the same problem after updating to 78.0.4093.112 on LinuxMint 20.2. The solution is to turn off the Hardware acceleration in Settings.

As you can see the top of the list is cut. And there are no scroll buttons above as they were in previous versions of Opera. I even can't scroll them with the mouse wheel.
These screenshots I made in Linux. In Windows I have the same thing.
I noticed strange thing after update to Opera 96.0.4693.20. When I select one of opened tads by clicking on it, the tab moves some positions to the right. For example, if I choose fifth tab, it becomes sixth or seventh. I suppose that this happens when the large amount of tabs (in my case nearly 50) is opened.
Xubuntu 16.04 32 bit. Also have no buttons in the upper corner when Opera is maximized. I only have Tab menu here.

@l33t4opera This bug is platform independent. I have it in Windows and Linux. I click Opera menu button, then Bookmarks - Imported bookmarks ans so on. The list of bookmarks appears on the screen, but it fit the edges of it. So I can't scroll to the top of it. I can see only a part of all my bookmarks. For example, there are no folders in it. If I open bookmarks as page in the tab of Opera I can see them all.
I don't use Sidebar or Bookmarks bar at all. I tried to change opera://flags/#bookmarks-panel . Nothing happens.
@l33t4opera Ok, thank you. It's solution. But I have a small display (Asus EeePC). When I uncheck this checkbox, another titlebar appears. The visible area of browser decreases.

А какая разница? VPN одинаковый что в версии 58, что в версии 60. Почему он должен работать в 60-ой и не работать в 58-ой?
Как я понимаю, там что-то с сертификатами. В любом случае это зависит только от разработчиков. Остается либо смириться, либо пользоваться другими броузерами. Как мне кажется, дизайн Оперы затачивается под Win10.

It looks like a bug of a new version. I'm not the only one who have this problem.
Of course, If I reduce the amount of bookmarks in some folder to the number that can be fit in my screen, I'll see them all.

Конечно, пофиг, если все работает. От провайдера это зависит, от блокировок.
@l33t4opera May be I'm wrong, but I can't see any reason to limit the amount of bookmarks. And more then that, there are no any limits at all now. I can place what ever I want to bookmarks folders, and I can see and access them all. But only if I use tabs to see them. I there is any limit, it is only in screen resolution of a computer.
The amount of bookmarks can't affect the performance. All bookmarks are simply shortcuts to web pages.

@l33t4opera Yes! I've just updated. All my bookmarks can be scrolled and are visible now.
The visibility of the top title bar is a feature of windows manager of a linux distro. F11 key opens current page in full screen. All open tabs disappear in this way. Maximized key in launcher doesn't resolve this problem. I have top bar in Linux Mint 18.3 Cinamon too. In xUbuntu there is no top bar by default. But you can enable it in windows manager tweaks in the system settings.

@ulver73 Да, Chromium 110, который лежит в основе Opera 96, не поддерживает Win7 и 8.1. Разрядность ОС тут не причем.
