It could be HiDPI issue. Please make right click on your Desktop, then go to Display settings and tell us about the Scale and loyout - what scaling do you use?

Opera Developer 48.0.2679.0 is now outdated version. Your issue could be fixed in the latest version. Please go to Opera menu > About Opera and check an auto-update or just download new Opera from http://www.opera.com/computer/thanks?ni=developer&os=windows and give us an information, that the issue is still reproducing on your device or not

Sometimes editing lines in this file isn't good idea because of bad file coding after saving. Simple editors doesn't respect original file coding.
Try to change "Local State" file to "Local State Old".
