Sounds like a DNS issue on your system. Until you figure it out, in Opera, goto the URL opera://settings/system and enable DNS over HTTPs and restart Opera.

Or, you can change your DNS server on Windows to fix the issue for Opera and any other programs that have problems.

Or, you can change the DNS servers on your router.
