Although if re-enable VPN in settings, icon appears again, so long as VPN stay ON.
Ok offline v86 installer solved problem. (In principle I did not doubt in it, just wanted to deal with issue inside the program. But ok, nvm.)

Installer - do you mean, downloaded latest version of offline installer ?
Some strange thing, during checking Opera says that new version available (v86), but after restart i still see it as 85, then auto-checking again and so on.
First time i did notice it about month ago, but decided to ignore it, but it's still reproducible.

That's a secure page, but since the link to the pdf is insecure, when I click the link to download the pdf, Opera attempts to download it but blocks it. So, I didn't get any percent completion. So, I clicked the badge at the left of the address field, went to "site settings", and set "insecure content" to "allow". Then, the PDF downloaded in full no problem.

But, strange. I never had such probs with downloading at this and similar sites before, as i said initially (and i never used Site Settings). Do something was changed in Opera engine recently (security related), or what ?
Besides, as you mention:

nonetheless i observe differ behavior (as i describd already).
And need say i almost nothing been change in Opera settings.
So, maibe some issue in Opera.
Because, if it normal (as it should be) - then every time appeal to site settings section for properly download pdf etc , that some nightmare lol.

I have the same problem at many sites, did notice it started about couple weeks ago.
Now Opera version is 85 (updated just now, but all the same), and before was v84, with this problem.
As example, this page https://kilohearts.com/products/multipass , when i try to download "Multipass - PDF manual".
I disable in opera auto-open built-in pdf reader, so, by click at link it open to download pdf, and next occurs properly downloading but with hang at 100%.
Also, i tried to select "save as" and download - all the same.
But, if i copy link and past in new Opera window - it downloaded properly, without hang in end.
Also, need note that after such failed download (by normal click), and forced cancelled at end, if i try to click to link again - nothing happens, even if i close Opera and start again and open this page with pdf - clicking at link will not to do anything (download window will not opens).
Frankly, i'm use Opera about decade, and first time see such behavior.
Any solutions ?

But again, such issue first time i see.
Got today the same problem, with a bunch of strange symptoms - opera won't open at click to icon (at the same time, a bunch of dead processes accumulate in the list of running programs ), sometimes it launchs finally (UI is opens), but no speed dial shortcuts, and no browsing history (though bookmarks section still comtain\show all bookmarks properly).
How a much years i use opera, such madhouse first time.

Tried "cleaning browsing data" - not helps. Moreover the icon of cleaning continued spinning endlessly after cleaning process, so, forced to close browser without cleaning end alert.
