This just started for me as well. It only occurs during start up. The page will eventually load, but before a few hours ago, it would pop right up whenever I started Opera.

Doesn't play well with one of my settings. Looks like hot garbage. Options screen doesn't look anything like the picture above. The settings I can get to appear to have no effect.

This helped. The pause before they load the first time is much better. Still noticing a slight lag, but liveable.
