There wasn't an Opera 13. After 12.16 there was Opera 15, which was the first version of Opera Blink.
Is it possible that the failed uninstall of the 64-bit Opera 12.16 has botched up something in Windows that could affect all web browsers?
Most probably something already messed up in Windows cause the uninstall to fail and the issues with other browsers.
