I had video issue updating Linux Mint from 19.3 to 20.
Upgrade process discarted Opera Dev, I reinstalled v.71.0.3742.0 but I got in trouble with video reproduction.

Same problem here.
As you: "I found all of my stored passwords are corrupt. They all start with "v11" and appear to have Unicode characters in them (I see a black diamond with a question mark in the middle)."
I have Linux Mint too.
I don't know when It happened cause I used to autologin, generally, and the first time I had to re-login I found any passwords were corrupted and lost.
Well it's an understatement if I say it's a rather unpleasant thing...
I suppose a few files should be untouchable IMHO
By the way I have Opera browser sync on W10 and now I have error trying to sync browsers.
But yes I recovered passwords from Opera Browser on W10.

I use Dark Mode on Opera Developer 66.0.3480.0 (Win10), but the issue has been around for a while.
The navigation icons are hardly visible in the reserved window.
In the image the comparison with the normal window...Have a nice day

Link address are not shown hovering links in pages.
It seems that the latest updates have not improved the situation.
To restore the display I have to:- Go to opera: // flags /
- Find "GPU rasterization"
- Select "Disabled" (because it is enabled)
- restart Browser
- Select again "Enabled"
Link address are shown ... for a while (it does not seem very stable)
