Windows 8.1 x64 "Cant Open User Profile Directory, Lack insufficient priveleges

Hi,

Just wanted to see if anyone else is encountering these issues with the latest stable version of Opera. Randomly if I start Opera Ill get a dialog "Can't open user profile directory, because you lack sufficient privileges". I have tried a full uninstall, install in another directory, and even granting the application admin privileges but I still get this issue with Opera.

Here is the bug number in case anyone else has this issue.

Have you installed Opera for all users?
