Can't send bug report about a bug

Tried to send bug report but isn't sending, now is kind of 2 bug reports in one. Warning message says "Attach any relevant files". The original bug is Opera doesn't seem to follow Settings > On Startup see attached image have tried more than once different days but still not sending.
Opera reports on closing existing tabs open shouldn't it close without asking per settings?

@leocg I believe was indicated there was an unfilled field but couldn't type in box so made small .TXT file and uploaded which worked. Looked to me all fields were self populated. You asked which ver. of Opera i'm using is OperaOne
What happened? Next day (day 2) Opera seemed to be using settings but off the next time (day 3) but seems to be working properly now today (day 4).

@orbsphere Some fields on the bug report are automatically populated, since the page gets information from your Opera and from your device to help the Opera team to better understand and reproduce the reported issue.
