Language Settings Don't Seem to Work

Hello,

I want to view Opera Stable PC in German. I constantly set it but with every update, it just reverts back to my OS's language setting, which is a different language. I can't get the browser to show up in German for more than one patch. Now, the language settings show German as Opera's preferred language... in my OS's language. Is there a fix, and if so, how?
