How to open Opera Login Data from my locked computer

Hello, I am trying to dig through my old computer that I gave to someone that unfortunetly passed away not too long ago. The families and I are hoping to look through their opera saved passwords to log into their apple account and a few other places to handle some remaining earthly affairs.
I was able to find the Login Data file for Opera on their user account but I can't seem to do anything with it. Please let me know if you know a way to decrypt the file without needing to know their windows credentials because no one knows what was put for their pin.
I do have the hard drive with their windows OS still installed on it and am looking through it now, I'm able to give myself admin access to their personal profile on my computer but I am not sure if I can reset the pin this way or not.

@Bobbyshep If you don't have the OS credentials, You will need to find a tool to decrypt the Login Data file.
Any that works in Chromium or Chrome should work on Opera.
