Pop up window "right to withdraw consent"

Every time I use Opera browser on Windows 11 on my laptop, after a short while, there is a popup window with "right to withdraw consent", I find this very annoying, and has been going on for a very long time. And one day I actually went into the browser settings and blocked all the URLs involved, but that didn't stop it.

I am using the latest Opera, for Windows 11 on an AMD 64-bit laptop. It updates for me automatically. But this is annoying.

User at https://www.reddit.com/r/techsupport/comments/18yn8k7/on_my_new_laptop_the_site_adform_keeps_opening_up/ had this too and said it was malware/adware that he got by installing from data transfer program where Norton got rid of it.
I would scan your system with the free version of Malwarebytes and AdwCleaner and see what they find.
In Opera, goto the URL
opera://extensions
. You can disable your extensions one by one to see if one is causing it.You can goto the URL

, make sure it's set to "Don't allow sites to send pop-ups or use redirects``` and make sure the customized behaviors lists are empty.At the URL

, make sure it's set to "(Recommended)" and make sure the "customized behaviors" lists are empty or at least make sure any sites in the allow list that are there are supposed to be.You can also goto the URL
opera://settings/clearBrowserData
and clear "cached images and files" for all time for good measure.You can goto the URL
opera://serviceworker-internals
and unregister every service worker there. Don't worry if some come back though.You can temporarily set a different browser as your default browser and see if that ad page starts open up in it instead of Opera. If so, then you know it's malware outside of Opera that opens up the ad in the default browser.
