@chawoobie Sometimes you just have to go to google and search the site name, then the link will work. Sometimes I have that problem to but also the link you provided is http:// and when I made it work it started with https://

@chawoobie Problem solved! After trying different options to resolve problem, I finally uninstalled Opera using Revo uninstaller to get rid of ALL traces of Opera - even from the registry. I then reinstalled and the problem with the portmiamiwebcam.com site was resolved. I can also open other port cams with no trouble! Thanks for suggestions.

@chawoobie I sppoke too soon! After the reinstall of Opera last night, everything was fine. Today, I can't access any of the port webcams with Opera again! Have to use different browser. This is driving me crazy.

@leocg FINALLY figured it out! It appears that Maywarebytes was automatically adding itself to Norton Utilities: Malwarebytes -> Settings -> Windows Security Center -> Always register Malwarebytes in the Windows Security Center. (I turned this off). If this was enabled, Malwarebytes would add Malwarebytes to Norton: Norton -> Settings-. App Permissions. One of the "features" that resulted from this addition is "Safe Cam," which seemed to causing the problem. If I selected the option to "do nothing", Malwarebytes would over time reenable this. So I deleted the entire Malwarebytes application from App Permissions. Now, all seems well! We will see. I'm hoping this may address other, minor issues I have with other programs.
