Whenever i close opera, it remains open in the background using anywhere between 100mb to 1gb of memory. I shouldn't have to open task manager every single time to close it completely. also, I've been having issues with opera running (i don't know what to call it) instances? at the same time and using ALOT of memory. 3 tabs open, yet there's 27 "instances" running?? I don't have any extensions, I've disabled most of operas features (including the AI), this is unacceptable.

That's the number of processes, no tabs. Hit shift + esc in Opera to see what each process is for and how much resources it's using.

Do a test first. Does a test standalone installation close properly or does it have the same issue?
