Notifications not grouping

I have them set for several sites, and they're all just piling up one per line, even for the same websites. Every other app I use groups notifications per app. I'm not seeing how to group them.
Note that right now they're marked as "silent". I don't know if this has anything to do with grouping.
Grouping has been around since Android 7. I've been on 15 for like a year or something.
