Opera window constantly resizing to very small pane

This is really frustrating. I have gone basic to a default reset and it still happens. I have turned extensions off and it still happens. What more might I do, please?

@Simon1947 I suspect this must be something Windows is doing.. There are options on the Maximize/Restore button if you right-click on it, is one of those enabled?

I am afraid there is no menu or choices when I right click on that icon.
