I can't disable the Opera VPN

Like i wanted to use the vpn and it worked normally but now, even after i removed it my IP adress is the same as the one with the VPN: Normally my IP is supposed to be french and with the VPN activated my IP is located in Amsterdam but now even after I removed the VPN my IP is still located to Amsterdam and because of that for exemple there are a lot of French website on which I can't go anymore
