Opera using cpu when minimized

I have...
Disabled all extensions AutoFill Forms,Form Filler,InFormEnter+, Lightning Autofill
Disabled the ad-blocker/tracker blocker Opera Ad Blocker

Even with no urls open, and minimized, Opera uses 3-5% cpu.
What is it doing?

@rhinbc Menu > Developer > Task Manager. Or just Shift Escape.

Interesting...
Windows task manager shows Opera using 6-8% cpu with 15 sub-tasks.
Opera Task Manager shows Browser using 14-15% cpu and GPU process using about 5% cpu.
Edge and Vivaldi show 0-1% cpu when inactive.

@rhinbc Browsers may do a lot of things while in background.
