Restore Sync - open Tabs wont reopen

After I have completly synced my Opera data incl. all opened Tabs (I can see them, when I login to Opera) and tried to restore them after a new windows 11 installation the opened tabs where not restored.
Is that not possible, am I doing something wrong?

@gerstemann So you can't see them when you click on the tabs icon in sidebar or when you go to opera://activity?
