Sync from phone to Windows: Speed Dial on phone, to Other Speed Dials broken?

Hi, I've saved a bunch of links to my android phone speed dial (Opera app) so I could pick them up on my computer. But they aren't syncing. There isn't even an "other speed dials" folder in the bookmarks page now.
Yes I am signed in on both devices, yes they are both set to sync everything.
Help please! -
