Opera Mini Nokia Problem

I got an error but I'm not sure if the problem is from my nokia or the internet. I have Opera Mini pre-installed on my Nokia (not sure what model) and every time I open it I get this error:
Failed to connect to the internet. Go to http://www.operamini.com/help?version=4.4 with your desktop browser or contact your service provider for Internet settings

@theorangeofzilla I think, this issue might be occurred due to slow Internet. You can check once with your service provider because it is working fine at my end.

@kane12 Are we sure this is an issue with the cellular/mobile service provider?
When I tried accessing the http://operamini.com/help?version=4.4 website from my laptop's browsers Opera, Google Chrome, Firefox, Brave, they all returned this error message:
" The connection has timed out
The server at operamini.com is taking too long to respond.
The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer’s network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the web.

When I ran the Windows Network Diagnostics tool on my laptop, it returned this error message to me:
" Your computer appears to be correctly configured, but the device or resource (operamini.com} is not responding.
"
My question:
How do I find whether there is currently an outage on Operamini.com?Is it an issue with the operamini website or an issue with my cellular/mobile service provider?
