@kane12 Are we sure this is an issue with the cellular/mobile service provider?
When I tried accessing the http://operamini.com/help?version=4.4 website from my laptop's browsers Opera, Google Chrome, Firefox, Brave, they all returned this error message:
" The connection has timed out
The server at operamini.com is taking too long to respond.
The site could be temporarily unavailable or too busy. Try again in a few moments.

When I ran the Windows Network Diagnostics tool on my laptop, it returned this error message to me:
" Your computer appears to be correctly configured, but the device or resource (operamini.com} is not responding.
"
My question:
How do I find whether there is currently an outage on Operamini.com?
Is it an issue with the operamini website or an issue with my cellular/mobile service provider?
