I want to transfer bookmarks to new phone (old phone will be factory reset)

Maybe it is a definition thing but when I think of synchronization, I think that two devices have the same content on them. I want to actually transfer all my bookmarks from one Android phone to another. Then the other phone will be factory reset.
Currently I log into my Opera account on both phones and under my account name on each phone it says "Sync On" but nothing happens.
I have then scrolled down to Sync and backup and connected the two devices through the QR code, all the slider buttons but Passwords are blue, and still nothing happens. (I don't care about Passwords since I don't save them)
Is there a "Sync Now" button I have to press after setting up the connection between the two phones? Is there a tutorial out there for this? This seems rather difficult for what should be a fairly simple action. I really do not want to lose several years of bookmarks.

@vmhoffers In opera://sync-internals/ there is a Request Sync button that you can use the trigger a synchronization.
Logging in to sync is, or should be at least, enough to synchronization to start.

Thank you very much for replying.
At the page that came up, there was Not a Request Sync but rather a Request Start, which I presumed is what you meant as it is right next to a Disable Sync button. I clicked Request Start and still nothing has happened. Each time I click Request Start, the Last Synced entry under Local State changes the time but nothing else happens. Certainly there are no sync/transfers etc to my new phone.
I even tried Disable Sync then turned it back on and still nothing.
This is frustrating. Sync/transfer/download of my bookmarks worked quickly and seamlessly a few years ago when I had to reload Opera to a new phone back then.

@vmhoffers Synchronization happens on background, so you shouldn't see anything.

Hi. No when I go to my new phone there is absolutely nothing under Bookmarks. When I check the Opera Browser on my desktop, which I use seldom, the bookmarks there are old and have not been updated. The old phone's bookmarks, which I want on my new phone, are there and not changed.
There were no Speed Dials on my new phone (I deleted the standard ones that come with it) and I deleted the ones on the desktop Opera Browser and they are still both blank.
All devices are logged into the Opera account and the phones say "Sync On".
