Ad and Tracker Blocking seems to be disabled on fresh install of browser

I recently observed both in Windows and Linux that a fresh install of Opera One browser the Ad and Tracker blocking remains disabled unless we have them enabled them through Settings.

Can this behavior be amended for Default: Block for both the options?
