When multiple tabs are opened, I can’t move the browser window around because there’s not enough space left on the title bar.
Chrome, on the other hand, still gives you something to grab onto

Just tried the Opera's Beta version for Windows. The tabs and text titles are larger. The tabs don't occupy the title bar entirely; leaving enough space for dragging browser window.
BUT the sync option is NOT working and I uninstalled it right away.

Yes, the new Search icon is taking up the space that was previously Reserved so that you could click on the title bar and move it - a basic feature of Windows that has been around since I assume the 1990s. Now when I open up a bunch of tabs (normal), I can no longer drag the window. So... will look to use a different browser if this is not fixed. I have been dealing with this for a few weeks now and hoping it would be discovered and fixed by now.

@rtbb - Yes. It's such a small detail but surprisingly one of the most used area of a window design. The beta version has this fixed with better UI scaling but for some reason the sync feature is not working on my end so I can't use it. The same problem is also present in the GX version.
You may want to consider Edge, Chrome, or Firefox until this design flaw is fixed.

Why can't you just pull the window from above Menu or every tab?

@vegelund When maximized, the draggable space above each tab is almost nothing. I guess it's around 3 pixels, basically an edge.
Firefox (large enough area for moving its window):
Opera 96.0.4693.80 (area for moving window is non-existent)

In your first screenshot example, the window was not maximized.
Go to opera://settings/ > Browser. Deselect:
Remove extra space above the menu bar when the browser window is maximized.
Now you can drag window even when maximized.
No need for visible space, just push mouse to top and drag.Current stable Windows version is 97.0.4719.28.
I have open space to the left of search icon, even when title bar filled with tabs.

After updating to Opera 97.0.4719.28, as we speak, the small area between tabs and "Search tabs" has been restored. Really appreciate it.
The team listened. I have been using this browser for work countless times a day, everyday. The new version is more comfortable to use now. -

@vegelund - Thanks so much. It's possible in the previous version. I like the newest stable version because my GPU is rendering the topmost edge as black, making it confusing for me to find the area to drag when window is maximized.

@customerserve I hadn't noticed this until just now! Major faux pas. Although I rarely drag Opera around as it happens. However, for applications in general I do and it's obvioulsy a fundamental feature. Do we even ned that search button at all? I just use the leybaord. Alternatively make it an option.
Anyway, it seems that it's fixed in beta.

@vegelund You can resize vertically, but you can't drag (at least not on Windows).

Note that when the window is maximized, whether or not you can click and drag above tabs on the tab bar to drag the window depends on whether you have "Disable tab bar's top spacing when browser window is maximized" at the URL

@newworldman You can drag maximized windows, with setting previously mentioned by me and burnout.
On my screen, 3840 x 2400 Win10 with Stable 97.0.4719.28 there is no visible difference on top of tab bar if this setting is enabled or disabled.
Both modes give no extra space.

I have setting enabled (meaning remove extra space).
Because I seldom drag the Opera window, but I very often click on tabs.
The easiest way to click a tab on a maximized window is move mouse cursor up to top edge of screen and click.
If setting is enabled, you can click the tab.If setting is disabled, you cannot click a tab by moving mouse to top of screen.
You must place the cursor just below before click. -
