What happens when you select Opera in Programs and Features in Windows and choose to uninstall?
You could uninstall Opera manually or try the free version of Revo Uninstaller.

It means that you need to fully explain the problem, because just saying that you can't uninstall Opera means almost nothing.
Now complete your post saying what happens when you try to uninstall Opera, at least. -
