      Hi,
I use to run opera browser in windows 10. Now i bought a new PC surface pro 7+ and with windows 11.
When I boot the PC then I am able to run an opera application within minutes. But later they are blocked some how. Even if I download latest opera offline setup, it won't launch. And neither will any already installed standalone versions.
I have checked windows security settings, goosh I simple can't fattom what it is with memory heap allocation block and random app browser and device control and performance health. Every time I see the windows health check, i think the developers think keen about windows as a baby with heartbeat, they must be delirious, because it is machine. So I simple turn off all that windows guard online cloud and memory heap something and I wonder what they mean also about firewall settings, because if I can't block windows update as user with it, I am just fiddling with buttons - no meaning weird science. Because I mean other applications can start. I try running opera apps, none is working and I get crap for explanation. Like all the real stuff is forbidden for children, microsoft forbid windows control settings for user.

"Windows Defender's App & Browser Control settings like Smart App Control and Smart Screen"
So what is windows defender? It's the "user no don't touch" we (microsoft) control from the sky..
Don't you think, Microsoft is too busy spying on russians and chinese via windows, that's why all these settings are gibberish?

This is ridicules. I buy a brand new PC and can't run any opera apps because of some "big brother" nonsense. Okay there are other browsers than opera, but what's next in this guard defender fires and terrorist control nonsense crap.

I use Windows 11 at home and Opera runs without any issues.

What exactly happens when you try to run Opera? Do you see any error message?

I have run opera thousands of times with windows 10 before. And the only difference is a new computer with windows 11.
When I boot the PC all programs are capable to run. But if I then close the browser and try to open it again later, I press run the program but nothing happens. And it is only opera applications. I have tried already installed standalone versions and also to download and run an installer, none of opera shit will launch. So it must be because somewhere some big brother shit is happening and enforced on my home computer even when I have turned off every available "security" setting in windows. And I am sure they are crazy because they name security "pc health", where we are beings with real health that matters, this concern for machine health is criminal.

@ucl4vumx89 Did you check if there are Opera processes running in the task manager? It seems that Opera is not being closed properly and it is preventing you from opening the program again.
