Tab caption keeps blinking when mouse hovers tab bottom pixel line

When using more tabs on your browser, there is a tooltip window with whole tabbed page title shown on hover over the tab. In some cases, the tooltip keeps showing and disappearing repeatedly instead of just being shown since the mouse is hovering the tab.

When you possition mouse on the bottom pixels line of the tab without clicking, the tooltip with page title starts blinking instead of just being shown.

Tooltip just being shown instead of annoying blinking.

There's bug DNA-99332 for this happening on Linux. It was first noted for Opera 86 at https://forums.opera.com/post/280148. I was able to trigger it then on Linux, but not on Windows.

Just tried again on Windows 11 and can't seem to trigger it.
