When using more tabs on your browser, there is a tooltip window with whole tabbed page title shown on hover over the tab. In some cases, the tooltip keeps showing and disappearing repeatedly instead of just being shown since the mouse is hovering the tab.

When you possition mouse on the bottom pixels line of the tab without clicking, the tooltip with page title starts blinking instead of just being shown.

Tooltip just being shown instead of annoying blinking.
