Automatic volume only works on the first session of the day.

A feature I love about opera, is how if there's a second audio source in my PC, Opera automatically turns downs it's volume and it's pretty useful.
But that only works during the first session of the day, if I close the browser and reopen it, it's gone until I turn on the PC again.
So I want the feature to be always present, how do I do it.

@barleybarley Opera doesn't have such feature, it's either an extensions or the OS doing it.
