Multiple instances of Opera at startup

At startup, I've set up my computer to opens two instances of Opera. One opens three tabs with each tab set to a different URL. The second opens one tab that's set to a URL that's not the one I want it set to. How do I change the URL in the second instance to open to one that I do want?

@leocg I'm using "instance" to mean an open Opera window, such that I can alt-tab between however many windows I have open, as opposed to ctrl-tab to switch tabs. In my example, I have Windows opening two Opera windows at startup. One opens with the three tabs each one going to the desired URL's. The other, second, window opens but doesn't bring up the right URL and I don't know how to change that URL, or if it's even possible.
As for --user-data-dir, I don't know what you mean by that. Please forgive me; I'm relatively tech-savvy but would you mind explaining?

@jim97219 What is the exact command you're using for the opening of each Opera window?
Also, did you create some shortcuts and place them in the Windows "Startup" folder or did you use the Windows Run key in the registry or did you use the Windows Task Manager?

My intention is to have two different instances of Opera to apply different vpn ip. Can you help me? -
