I am in exactly the same position. I have tried uninstalling and reinstalling. Made sure it is installed as administrator as well as user. I think it is a bug they have introduced. For me, this behaviour just started appearing - I had not done anything to my machine to provoke it.

@losos Have you tried Control Panel --> Default Programs?
"Set your default programs" or "Set program access and computer defaults" let you choose default browsers and files. -

"Set your default programs" or "Set program access and computer defaults" let you choose default browsers and files. This is an Opera issue, not a Windows problem

@losos That is weird. I'm a phone user but I suggest u give the programs privilege writing to your storage or better install and run as an administrator and in the browser settings disabled auto clearing of cookies, history etc. on closing or exiting the browser program/application
Hope that may help. -

There has been a known problem before, I dont know if it has been fixed:
"The problem is that if you install Opera "For the current user", then it does not appear in the "Select default programs" section.
You can install Opera "For all users" and then Opera will be displayed in that section." -

I always had Opera as default browser, for some reason someday it asked me if i wanted to put it as default again, i said yes, but even after saying yes, it keep asking me if i want to set it as default everytime i open Opera why is this happening?

@temminckiiii i tried that, but when i go to reinstall opera it not let me change from "current users" to "all users" opera is also not showing in the default programs list for windows 7.

@flandres64 You should do that as administrator. I installed Opera from downloaded file instead of net install. I have Windows 7 and never had any problems. If you have reinstalled your windows shortly before strange things happen, check the installation.

@flandres64 You need to change the installation path first. Also, as said, you need to run the installer as admin.

Hello. I've been using Opera for several years now. Neither windows 7 nor opera were reinstalled. Opera was installed by the default browser. After the automatic update to version 82.0.4227.23 64-bit, opera ceased to be the default browser. There is no way to fix it. I tried both through IE and through Chrome, they are set by default browsers, Opera cannot take away their rights. It is started from the administrator. There is no Opera in the list of programs by default in Windows.

Download the Opera installer, close Opera, uninstall Opera (don't choose to delete your data when uninstalling), launch the Opera installer, click "options", set "install path" to "C:\Program Files\Opera", set "install for" to "all users", check "make Opera the default browser" if you want, adjust the other settings if you want, and install.
Then, things should be good to go as far as Opera properly being the default browser and showing up in Default Programs in Windows. This should also fix the default browser infobar problem in Opera unless your profile is messed up and or Opera is having trouble saving to the Preferences in your profile folder.

I click on Make default button under Default Browser in Settings, however, the question is still asked every time I launch the browser.
Is it something to do with Windows setting?
Additionally, when I click that button, no confirmation message shows up, to say that the new setting was saved. Is this normal action by the browser? -

Download the Opera installer, close Opera, uninstall Opera (don't choose to delete your data when uninstalling), launch the Opera instaler, click "options", set "install path" to "C:\Program Files\Opera" (or "C:\Program Files\Opera GX" if you're installing Opera GX), set "install for" to "all users", uncheck "import data from default browser", check "Make Opera your default browser" if you want, adjust other options if you want, and install.
That should do the trick. if not, additionally, go into Default Programs/Apps in Windows and set Opera's defaults.
