Your question is not clear, please be more specific. Are you referring to nav bar as tab line?

I am referring to the tabs bar. There is nothing above it, I was referring to the
Minimize-Maximize-Close items located at upper extreme right. Sorry for not being clear enough. -

I can only think of 2 cases where the tab bar is missing. One is in full screen, and the other is with a popup window (press play button to try it). With the former, there's nothing you can do. With the latter, you can right-click on the title bar and choose "show as tab". Or, use an extension something like this one to force a popup into a tab.
But, in those case the minimize and maximize and close buttons are still present.
In what cases is the tab bar and everything above missing for you?

The tab bar and the three items, minimize-maximize-close, many times are ever
so slightly visible. Sometimes, I can "grap" the upper part of window and drag it
down.
