        Only way I know of would be to change the listing for Location in the Local State file in your profile. If you open the file in a text editor, you'll find a section like this:

        "location": {
           "country": "us",
           "country_from_server": "US",
           "timestamp": "1413940012600000000"
        },

        That's mine of course, yours will say "fr" ... change both to UK.

            Go to About Opera and it will give you a path for "Profile" (location varies based on version of Windows and your usename). Some of the folders in that path are hidden by default, the easiest thing to do is to highlight and copy the path then close Opera. Open a file browser ("My Computer", "My Documents", etc.), click on the location bar and paste the path there then press Enter. The file will be there. Since the file has no extension, Windows will ask what program to open it with - it is just a text file so Notepad or Wordpad will work fine.
