In a test scenario, users of a WTS (Windows Server 2019 - RDP) with the multi-user installation of Opera should be able to automatically find a default home URL.

Already longer searches in combination with pref_default_overrides and the Preference.ini as well as tests to set this in there failed.
Also it didn't help to create an Opera.ini or similar in the installation path and adjust it.
can you think of a sensible way to roll out something like this globally, since profile settings end up in the appdatafolder of the user, something like this can't be stored in the installation path in general and especially how to do it?
